Demand Side Management (DSM):

The State of Karnataka has been facing power shortages both in terms of energy and peak demand. In order to meet these shortages, the HESCOM is taking action plans to use the available resources effectively and efficiently by adopting Energy Conservation (EC) and Demand Side Management (DSM) measures to mitigate power shortages.
Awareness about Energy Saving, Energy efficiency methods- using BEE 5 star rated equipments, LED bulbs utilization, DSM tips, Solar Rooftop PV advantages and encouragement vide News Paper, audio, radio, social media, ring back tune and by conducting awareness programs in sections and in district/Taluk/college/school events.
It includes measures initiated by the HESCOM to encourage consumers to use energy more efficiently by modifying their electricity consumption patterns, both with respect to the time and extent of electricity demand.

1. Hosa Belaku Yojane
Domestic Efficient Lighting Programme (DELP) scheme popularly known as Hosa Belaku scheme implemented in HESCOM through EESL from 04-02-2016 the sales and Energy saved details as on May 2022 is as below,

2. Ring Back Tune (RBT)
Utilizing communication modes for energy savings such as Ring Back Tune (RBT) for HESCOM CUG mobile nos, ¸started from 17.04.2019. The caller tune includes promotion of replacement of conventional bulbs by LED bulbs, Energy, Efficiency methods, toll free number 1912 promotions and Energy conservation messages
3. Capacity Building Program for HESCOM
Capacity Building of DISCOMs programme on Demand Side Management (DSM) and Energy Efficiency: As per the MoU signed between BEE, KREDL and HESCOM dated 29th August 2018 regarding capacity building program for HESCOM. In this regard Bureau has engaged M/S Confederation of Indian Industry (CII) for HESCOM.
• CII has conducted 5 days training program for Master Trainers from 15.10.2019 to 19.10.2019 at Hotel Naveen, Hubballi, about 43 Officers of HESCOM were participated in the Training Program.
• 3 days training program from 05.12.2019 to 07.12.2019 at Clarks Inn Bagalkot, about 34 Officers of HESCOM were participated in the Training Program.
• 3 days training program from 09.12.2019 to I1.12.2019 at Chancery Hotels, Belagavi, about 36 Officers of HESCOM were participated in the Training Program.
• The activities covered under capacity building program helps the capacity building of HESCOM and enable the HESCOM to implement the DSM action plan including shifting of load from the peak demand to period of lean demand, having different rates based on the time of day, reduction of Energy use by implementing programs to improve the efficiency of equipment, building and industrial process along with cost effective strategies.
4. Paper Media:
Created Awareness about Energy Saving, Energy efficiency methods- using BEE 5 star rated equipments, LED bulbs utilization awareness, DSM tips, safety procedures, Solar Rooftop PV advantages and encouragement and HESCOM services in various papers.
5. Radio Media:
Awareness about Energy Saving, Bill payment, safety procedures and HESCOM services, Energy efficiency methods- using BEE 5 star rated equipments, LED bulbs utilization awareness, Solar Rooftop PV advantages and encouragement etc through jingles and program in All India Radio. (from 01.12.2017 to 31.03.2018) (from 16.07.2019 to 31.03.2020) and (from 16.07.2020 to 31.03.2021)
6. HESCOM Calendar:
HESCOM 6-sheet Calendar – 2018, 2019, 2020 with the theme of HESCOM, DSM tips, Energy efficiency methods- using BEE 5 star rated equipments, LED bulbs utilization awareness, Safety & HESCOM services, etc. The 2500 Nos of Calendars circulated to all HESCOM, KPTCL some government offices & HT Consumers to bring awareness.
7. Awareness Program in academic/ educational institutions:
MoUs with academic/ educational institutes, NGO-Deshapande Education trust for creating awareness about Energy conservation amongst students and spreading the awareness through students.
8. HESCOM coordinates with other ESCOMs, MNRE, SECI, KREDL and Energy Department under DSM/Energy efficiency programs.

• Regarding the benefits of using 5-star rated equipments certified by the Bureau of Energy Efficiency.

FY 2018-19
1. MELANZE – 2018
“Two Days National Level Technical Festival – MELANZE – 2018” of Smt. Kamal & Shri Venkappa M Agadi College of Engineering & Technology, Laxmeshwar on 5th and 6th April 2018 in the college campus. Awareness activities carried out through Stall.
2. 84 Akhila Bharata Kannada Sahitya Sammelana:
• 84 Akhila Bharata Kannada Sahitya Sammelana from 04.01.2019 to 06.01.2019, held at Krushi Vishwa Vidyalaya, Dharwad. Awareness activities carried
out through Stall.
• Actively participated in program by sponsoring Rs. 4,00,000/- for T-shirts with slogan of save energy and HESCOM logo under DSM programme.
3. DET: Vidyut Ulitaya Samara &DSM-Life Skill for students
Creating Awareness/ educate and up skill rural, semi urban and urban youths about Energy Conservation, Safety, etc., DSM activities joint collaboration of Deshpande Education Trust, Hubballi and HESCOM.
• DSM-Life Skill for Students conducted in 231 ITI colleges.
• HESCOM-DET Vidyut Ulitaya Samara Quiz Competition held on 20.06.2018 more than 500 Students Participated.
FY 2019-20
1. “Two Days National Level Technical Festival – MELANZE – 2019” of Smt. Around 4,000 No of students participated in the event.
2. Vijayavani “Property Expo 2019”: May 03rd to 05th 2019 at Raikar Grounds, Hubballi. Awareness activities carried out through Stall. Around 50,000 public visited the property Expo.
3. Distribution of Pamphlets with Monthly Electricity Bill: 20,00,000 Nos of pamphlets were printed and distributed with monthly Electricity bills of June-2019 of all domestic consumers of HESCOM as per Hon’ble commission directive on Energy Conservation.
4. Awareness program conducted in the sections of HESCOM: July-19 -Aug19
Awareness programme carried out in 246 section and about 23,000 public/consumers were participated.
5. Awareness program conducted in the sections of HESCOM: February-2020 Awareness programme carried out in 201 section and about 15,000 public/consumers were participated.
6. PARSEC 2020: Held on 15.02.2020 to 16.02.2020 in IIT Campus, Dharwad. DSM Awareness activities carried out through Stall.
7. Festival of Wrestling: Held on 22.02.2020 to 25.02.2020 KCD Ground, Dharwad. DSM Awareness activities carried out through Stall. About 50,000 – 60,000 public were participated.

Solar Rooftop Project:
The Solar Policy 2022-2027 has been enacted by the Government of Karnataka for the generation of renewable energy solar power on 30.04.2022. The policy aims to generate 1GW of Solar Power under Rooftop Solar and the consumers of Domestic, Industrial, Commercial and others are eligible to apply under the Net or Gross Metering System.
HESCOM has implemented the Solar Policy within its jurisdiction. Consumers can sell the electricity generated by the solar rooftop plant to the concerned ESCOM’s as per the tariff rate decided by Hon’ble KERC. Under Net Metering, Solar Power generated has to be consumed for self and excess power can be sold. Under the Gross Metering all the Solar Power generated can be sold. Under this policy, as on April-2025 5364 numbers of Solar Rooftop Power Plant, of 106.25 MW Solar capacity has been added to the HESCOM’s Grid.
Rooftop Solar Phase-II:
- Rooftop Solar Phase-II is a subsidy scheme of MNRE for Solar Roof top Plants on Net Metering Base for Residential Consumers and Group Housing Societies (GHS)/ Residential Welfare Association (RWA)
- There are two mechanisms in this scheme, the consumer can register either in HESCOM Portal or National Portal. HESCOM Portal vendors are empanelled through tendering process and National portal vendors are empanelled through direct mechanism as per MNRE guidelines. The mechanism to carry out the work through tendered vendors has been ended on 23.01.2024. processing of application through National Portal(Direct empaneled vendors) has been continued.

Above 3 -10KW - Rs 7294/- per KW
- Subsidy details from 05.01.2024 to 12.02.2024
Residential Consumers:

RWA/GHS:
For common facilities upto 500KW@ 10KW per house – Rs.9000/- per KW
- Till date total 473 vendors have been empanelled in the National Portal.
PM SURYA GHAR
- PM-Surya Ghar Scheme was launched by the Government of India on 13-02-2024.
- This scheme aimed at installing rooftop solar plants in one crore household to increase the share of solar rooftop capacity and empower residential household to generate their own electricity.
- The scheme is to be implemented till FY 2026-27.
- The previous scheme of Phase-II of Grid Connected Rooftop Solar programme is subsumed under this scheme.
- Subsidy details are as follows;
Residential Consumers:
Rs.30,000/- per kW- upto 2kW
Rs.18,000/- per kW for additional capacity- up to 3 kW
GHS/RWA:
For common facility including EV charging up to 500kWp (@ 3kWp per house) - Rs.18,000/kWp
- To ease the processing of application such as online payment and to execute e-PPA (as these applications are deemed to be approved) , National Portal is integrated to HESCOM Portal.
- PM SURYA GHAR progress till April-2025 is 1462 Nos. Capacity 5153.039 KW
- The DISCOMs can claim incentive as per the scope of RTS Phase-II scheme SRTPV progress achieved.

- The Central Government has issued a revised guideline on EV charging stations on dtd 14.01.2022, accordingly, the land available with the Government/Public entities shall be provided for the installation of Public Charging Station to Government/Public entity on a revenue sharing basis for installation of Public Charging Station at the fixed rate of 1/KWh (used for charging) to be paid to the land owning agency from such PCS.
- For initial stage of progress 3.3KW AC001 Chargers are installed in 12 HESCOM office premises.
- EV charging station at RTO Dharwad District- Navanagar, Gabbur, Belagavi, Vijayapaur are surveyed and estimates have been submitted to BESCOM. For RTO Belagavi and Vijayapur tender has been called by BESCOM EV cell, evaluation is under process.
- HESCOM is promoting private EV charging Stations.
- Location identification for setting up of 2nd level electric vehicle charging stations on public private partnership (PPP model) in government/private owned 320nos of locations is in progress.
PM-KUSUM Project:
The Government of India has launched Scheme Pradhan Mantri – Kisan Urja Suraksha Evam Utthan Mahabhiyan (PM-KUSUM) for Farmers with components A, B and C.
Component– C: Solarisation of 35 Lakh Grid-Connected Agriculture Pumps of individual Pump including Feeder Level Solarization.
- This Component aims at solarization of grid connected agriculture pumps including Feeder Level Solarization.
- The objective of this component is to provide reliable day-time solar power to farmers, enhancing their income by purchasing surplus solar power and thus incentivizing them for saving water.
- Solarisation of Feeders - Installation of solar plant near sub station for solarization of Agriculture feeder. Feeder level solar power plant may be installed to cater to the requirement of power for a single feeder or for multiple Agriculture feeders emanating from a distribution substation (DSS) to feed power at 11 kV or at the higher voltage level side of the DSS. Solar Capacity is arrived based on average consumption of previous two or three years consumption of Agriculture feeder, by considering minimum capacity utilization factor (CUF) of 19%, eliminating distribution loss of Agriculture feeder, with a cap of 7.5 HP capacity per IP. (Each bay can cater 6.5MW. Solar power will be injected from the solar power plant to 11KV bus)
- HESCOM has got allocation of 65,000 IP sets on dated 21.06.2021.
- Benchmark cost - 3.5 Crore/MW
- Central financial assistance by MNRE - 30% i.e. 1.05 Crore/MW
- Implementing agency KREDL GOK order.
- Ceiling tariff of Rs. 3.17/- by KERC order dtd:20.06.2022
- Feeder selected on the criteria- the Agriculture feeder with maximum consumption, with highest peak load, highest No of IP sets, difficult to arrange 7 hrs. of power supply as per demand.
- Based on technical feasibility by KPTCL 92 feeders for 76 sub-stations have been finalised. These are Phase-I.
- Solar plant capacity of 180.17MW is arrived based on the average consumption of FY 2020-21 & FY 2021-22, by considering CUF of 19%, eliminating T&D loss of Agriculture feeder, for plant capacity estimation and with a cap of 7.5 HP capacity per IP- as per MNRE guidelines.
- KREDL (SIA) has called the tender for HESCOM’s 76 substations/92 feeders for allocation of 65000 IP sets RESCO mode through competitive bidding process towards implementation of Feeder Level Solarization under Component-C of PM-KUSUM scheme in HESCOM, for a PPA period of 25 years.
- 12 Sub-stations bids found responsive. LOA has been issued by KREDL on dtd:26.02.2024
- For remaining 64 Sub-stations KREDL has retendered, of which 36 Sub-stations bids found responsive LOA has been issued by KREDL.

- Tender invited by KREDL for implementation of KUSUM-C project for 16 substations in phase-1 part-3.
- Tender has been invited by HESCOM for implementation of KUSUM-C project for 29 substations in phase-2. 29 LOAs were issued on 21.01.2025.
- Under KUSUM-C project, work under progress – 7 No of substations and work to be undertaken – 4 No of substations.
Capacity Building of DISCOMs Programme:

The following activities have been carried out by CII;
- Deputation of one Technical Consultant & one financial consultant at HESCOM Corporate Office for two years.
- One Master Training program at Hubli for Senior officials of HESCOM.
- Four circle level training programs for circle level officials of HESCOM.
- Consumer survey and Load survey carried out for various categories of 75 feeders.
- Based on the load research and consumer survey a road map for implementation of DSM in HESCOM over the next 3 years has been developed by CII as following.
